"To date, my most notable achievements include my appointment as an Expert Member of the UNFCCC’s Santiago Network on Loss and Damage, where I provide technical expertise to support global efforts addressing climate-induced loss and damage.

I also led Barbados’ national contribution to the United Nations Office for Disaster Risk Reduction’s Midterm Review of the Implementation of the Sendai Framework for Disaster Risk Reduction (2015–2030), which was presented at a high-level meeting of the United Nations General Assembly in May 2023.

RECOGNITION FOR EFFORTS

As a Development Economist, Carol-Anne Blenman has contributed to numerous assignments of national, regional, and international significance in collaboration with major donors and academic institutions. She has worked with the Ministry of Environment & Natural Beautification, Blue and Green Economy (Government of Barbados), where she authored the Trade and Environment Report titled “An Information Paper on WTO Negotiations on Environmental Goods and Services and the Potential Impacts for Barbados.” Additionally, she served as a Research Assistant for the University of the West Indies on the Barbados Green Economy Scoping Study and prepared a Draft Gap Analysis for Barbados as part of the Economics of Ecosystems and Biodiversity (TEEB) study hosted by the United Nations Environment Programme.

Ms. Blenman has also provided consultancy services for the United Nations Environment Programme’s Latin American and Caribbean Initiative for Sustainable Development (ILAC Indicators Project); the Compete Caribbean Private Sector Development Strategies for the Eastern Caribbean States (RG-T1767); the Barbados National Report for the UN HABITAT III Project; and the World Bank Group’s Strengthening Labour Market Monitoring and Performance in the Caribbean project (P144470). Her expertise further supported the DFID Caribbean’s Essential Data on the Development Status of the Caribbean project; the Inter-American Development Bank’s Climate Change and Disaster Risk Reduction Module for the Public Expenditure Review in Barbados (2019 Edition); the Commonwealth Secretariat’s Economic Development Report; and the UNDRR Mid-Term Review of the Implementation of the Sendai Framework for Disaster Risk Reduction (2015–2030) for Barbados, where she held comparable roles.
